But I haven’t purchased it yet. I keep trying to buy it by clicking on ’1 year for $19.99’ but it comes up with that message in the screenshot

When you click "1 year for $19.99", a browser window should open that takes you to PayPal to pay.
Is that not happening? If it's not, the best solution would be to either use a mobile device to purchase the subscription, or a friend's computer. You can use the same subscription across multiple devices, and just use the Sign Out button to deactivate devices you don't want to have access to your subscription in the future.
